Victoria Carney | President
Victoria Carney moved to Frankfort in 2020 from Fayetteville, Arkansas, bringing with her a passion for community engagement, and a professional background in design and event planning. Her commitment to cyclist and pedestrian safety began in Fayetteville where she participated in the city’s tactical urbanism program, driven (as a lot of parents are) by concern for her son’s safety while riding his bike throughout town.
In 2024, Victoria served as Treasurer for WalkBike Frankfort and was elected President in 2025. She continues to advocate for safer streets and accessible infrastructure, combining her creative expertise with her dedication to building a more walkable, bikeable, and vibrant community.

Diane Strong | Vice-President
Diane Strong is the Vice-President of Walk Bike Frankfort and the Executive Director of the Bourbon on the Banks Festival. An advocate for active transportation, she has been involved with Walk Bike Frankfort for six years, working to make the city more walkable and bikeable for both residents and visitors. An avid walker, cyclist, and hiker, Diane is passionate about studying urban walkability when traveling and bringing those insights back to Frankfort.

Trey Berlin | Treasurer
Charles ‘Trey’ Berlin is a native of Southeastern Kentucky and has been living in the Bluegrass region of the State for the past 37 years. He and his wife Ashley have called South Frankfort home since April 2010. Mr. Berlin holds a master’s degree in public administration, bachelor’s degrees in social work and park/recreation administration from Eastern Kentucky University. He is a senior consultant with over 25 years of experience in assisting public sector organizations with delivering high-quality human services programming.
Trey upbringing gave him a natural love of the outdoors and an opportunity to understand the benefits of exercise to our health. His hobbies include hiking, walking, biking, kayaking, listening to music, and just ‘being’ with his wife and Welsh Terrier, Seren. In his later years, walking and biking played key roles in improving Mr. Berlin’s life such as weight loss, better eating, adventure traveling, meeting new friends, and accomplishing more challenging life goals. Trey enjoys opportunities to share knowledge gained from those experiences with others and lend his talents to help the community that provided inspiration continue to grow and thrive.

Marianna Colton | Secretary
Marianna Mahoney Colten is an energetic 66-year-old woman who believes in service to the environment and to both local and global communities. Her experience as a Peace Corps Volunteer in Ecuador and as a retired Special Needs/Spanish teacher for over 30 years, in both public and private settings, has shaped the trajectory of her professional and private life. Marianna and her husband, Lee, have raised three pretty amazing individuals in Franklin County and have called Kentucky home for 41 years, with no plans on moving anywhere else.
In retirement, Marianna has gotten involved with many volunteer organizations, and one of her favorites and one she considers super important is Walk Bike Frankfort. Marianna believes walking and biking should be more of a priority for all of us – they can help save the planet by reducing carbon emissions and can also improve the health of the nation. Marianna has been a WalkBike board member for three years, and is in her second year as secretary. She continues to be involved in community outreach and education.

Ally Hall | Director at Large & Public Relations Committee Chair
Ally is the Franklin County Solid Waste Coordinator: managing resident trash, recycling, and compost programs.
Ally is a distance runner, advocates for walkable spaces, and believes that true environmentalism is intersectional and begins with equitable access to resources for all.
As a Frankfort resident, Ally hopes to see the community continue to grow, innovate, and become an example in Kentucky for sustainability initiatives.

Jeremy Richerson | Director at Large & Project Planning & Implementation Chair
Jeremy Richerson relocated to Frankfort, Kentucky in 2022. He is happy to be back in his home state of Kentucky after spending the past 25 years living in Middle Tennessee. Jeremy has also spent the last 32 years working in the field of Civil Engineering and Land Surveying serving the public and private sectors. He enjoys serving the community to further help advance it in project planning and implementation.
Growing up in rural Kentucky Jeremy developed a love of spending time outdoors. His hobbies include biking, hiking, walking, kayaking and boating.

Anna Marie Rosen | Director at Large
Anna Marie began life in Pittsburgh, Pennsylvania, and grew up mostly in Minnesota. She then spent 25 years in Austin, Texas. Anna Marie always enjoyed riding from the time her father brought home a bicycle from the 3M want ads, through her brief racing career culminating in the 1979 Minnesota Cycling Competition, and long distance bicycle touring. Anna Marie’s second love is hiking, when a trail splits she want to take both routes!Anna Marie studied Art, Drafting, and Mechanical Engineering. She is now enjoying her 15th year in downtown Frankfort. Anna Marie’s present focus is on printmaking with emphasis in etching, exploring the value and mystery found within our natural environment.

Brent Sweger | Director at Large
Brent has spent more than 25 years championing the development of walkable and bikeable communities. In his role as a transportation engineer with the Federal Highway Administration and the Kentucky Transportation Cabinet, he has contributed to the planning and development of sidewalks, bike lanes, and shared-use paths throughout Kentucky.. Notably, he was part of team that created the first bicycle lane on a state route, located on Euclid Avenue in Lexington.
As a founding member of WalkBike Frankfort, Brent played a key role in creating the city’s first award-winning master plan. He has also been involved in several projects that have significantly transformed Frankfort’s transportation landscape.
Outside of his advocacy and professional work, Brent is a proud father of two sons and enjoys life in a vibrant, walkable neighborhood with his partner, Ellen.

Sadie Taylor | Membership Committee Chair
Sadie is the Local Food Promotion Program Coordinator at Locals Food Hub, managing a federal grant the business was awarded to expand food access in Frankfort. She also helps coach a local cross country team. Before that, Sadie worked and volunteered for local nonprofits in Frankfort and served a term with Americorp NCCC all over the country. She graduated with her Masters in Public Health in 2024 from the University of Louisville.
Sadie has been running all around Frankfort for over a decade. She enjoys hiking cove springs, walking to work, and kayaking at Elkhorn creek as much as possible. She advocates for a walkable Frankfort to support public health and community engagement while improving equitable access to the area for all citizens.
